As far as I know, there are no required pre-closing inspections by the FAA 
any more. Besides, epoxy is not an FAA-approved glue anyway (I think 
Resorsinol is the only approved glue). Anyway, I feel either approach will 
work just fine for my application, as I think the bonding surfaces between 
the blocks and the bottom and intermediate longerons is by far more crucial 
and it'll be well within specs. The gap I was referring to addresses the 
thickness of the ply itself, nothing else. Remember that these blocks are 
sandwiched between the outside ply and the inside ply skins, which are also 
glued to the longerons and uprights.
